People think that it is a programming language even when you asked from some developer they may tell you that they learn the first language was the Html language but it is not a programming language actually, As mentioned above a programming language can make decisions about but in HTML case there is nothing to make decisions it is an only markup language that can build web pages.

If you want to comparison HTML to a programming language then just see for example Python language or C, C++, Java these language are best examples of programming languages when you compare these languages then you will find that HTML is not a programming language, after comparing HTML with programming languages you will be at the point that who stupid said that HTML is a programming language
